Factory digitalisation funding in Western Europe and Türkiye: the 2026 map

Twelve countries, twenty-nine live and closed instruments, and the rule that decides which one you should be applying for. Status as of 22 September 2026.

In shortIn 2026 the money that pays for machine monitoring in Western Europe is mostly energy-efficiency money, not digitalisation money. Grants run 15–90% of eligible cost, tax deductions 12–40%, and subsidised loans pay the interest. The dedicated digitalisation schemes — Transizione 5.0, Kit Digital, Digital Jetzt, KMU.DIGITAL — are closed. Germany's EEW Modul 3 is the clearest fit.

Every country, every instrument that can carry a monitoring project

One row per instrument that can plausibly pay for machine monitoring, MES, IIoT or energy metering on a project of roughly €30,000 to €300,000. Rate is the maximum share of eligible cost, or the deduction percentage, as the agency states it. Ceiling is the cap the agency states — per project, per applicant or per period, as noted. Where a page states no rate, the cell says so; no figure here comes from a consultancy summary.

The one unresolved Italian questionMIMIT's iperammortamento page describes eligible assets as new tangible and intangible instrumental goods under Annexes IV and V of Law 199/2025, but states no rate for intangibles. The implementing decree of 7 May 2026, as published, refers only to beni materiali nuovi. The two sources are incomplete and do not agree, so whether a stand-alone monitoring software licence gets the 180% uplift is not established. Read Annex V and the GSE operating guidance before you build a business case on it.

The three shapes European money takes, and what each one demands

Almost everything in the table above is one of three things. The shape decides what evidence you have to produce, when the cash arrives, and who inside your company has to be involved. Pick the shape before you pick the programme.

A grant is an evidence job. The eligible-cost list is the whole negotiation. Germany's EEW Modul 3 page names software licences for ISO 50001-supporting energy-management systems, sensors and analogue-digital converters, control and regulation technology whose primary purpose is reducing energy demand, third-party installation, commissioning and training, and cloud service costs. That is an unusually explicit list, and it is why Modul 3 is the single best-fit scheme in this study. Most other grant pages are not that specific: the Portuguese SITCE and SICE pages do not itemise eligible expenses at all, so the Aviso PDF has to be read before anyone promises that a sensor qualifies.

A tax deduction is an accounting job. It needs taxable profit, a correct asset classification, and usually a filing that happens before or alongside the investment rather than after it. The Dutch EIA must be notified to RVO in advance and the asset must appear on the Energielijst. The Belgian thematic deduction needs a regional certificate attesting that the investment qualifies. The Spanish innovación tecnológica deduction caps the advanced-technology acquisition base at €1,000,000. Miss the procedural step and the rate is irrelevant.

A subsidised loan is a credit job. The public body's contribution is worth something only if a bank lends. Nuova Sabatini's contribution is calculated on a conventional five-year plan at 2.75%, or 3.575% for Industry 4.0 and green investments — which on a €200,000 loan is worth roughly a tenth of the principal, paid over the plan. Türkiye's KOBİ Dijital Dönüşüm programme adds a second gate before the bank: an approved digital-maturity assessment, under the TÜSSİDE DDX or the MEXT SIRI model, is mandatory before financing.

The 2026 rule: energy-linked money is easier to get than digitalisation money

Count the live instruments in the table. The open, funded, non-trivial lines are energy and decarbonisation lines: EEW Modul 3 and Modul 4 in Germany, UFI and the Flexibilisierung call in Austria, GREEN and the Walloon energy chèques in Belgium, Erhvervspuljen in Denmark, Energiatuki in Finland, SITCE in Portugal, the FNEE regional calls in Spain, ProKilowatt in Switzerland, VAP and Yeşil Sanayi in Türkiye. The dedicated digitalisation lines are the ones that have closed, shrunk or run out: Transizione 5.0, Kit Digital, Digital Jetzt, KMU.DIGITAL, the Flemish kmo-portefeuille advice track, the 2026 SLIM windows.

There are three reasons, and they are all structural rather than seasonal.

  • The money follows a legal obligation. Directive (EU) 2023/1791 obliges enterprises above 85 TJ of average annual final energy consumption to run a certified energy management system by 11 October 2027, and enterprises above 10 TJ without one to complete an energy audit — first deadline 11 October 2026, then every four years. Denmark has already gone earlier and harder: certified energy management by 1 August 2026, energy audits since 1 August 2025, plus a klimasyn above 570 tonnes of CO₂ a year, with audit reports, action plans and key performance indicators filed through virk.dk. Finland's law has been in force since 1 January 2026 at 23,600 MWh and 2,700 MWh. A programme that helps companies meet a deadline is easier to defend than one that helps them modernise.
  • Energy money is scored on a measured number. Denmark computes the grant at DKK 1,000 per tonne of CO₂ or 20 øre per kWh saved. Germany's Modul 4 requires proof that final energy demand falls by at least 15%. Austria's UFI requires a minimum saving of four tonnes of CO₂ a year. Türkiye's VAP is framed around a minimum instantaneous saving. A number can be audited; "digital transformation" cannot, which is exactly why the digitalisation schemes were the ones that overran and closed.
  • Your customers are asking for the same numbers. The Catena-X PCF Rulebook v4.0 requires a supplier to report what percentage of a part's carbon footprint rests on direct measurement rather than industry averages. CDP's 2026 cycle asks for organisational energy consumption in MWh. ESRS E1-5 asks for total energy consumption in MWh split by source. The metering you install for a grant produces the evidence a customer questionnaire wants, which makes the internal business case easier than the grant alone.
The catch, stated plainlyEnergy-linked money is easier to get, and harder to spend on monitoring alone. In the Netherlands the Energielijst 2026 has no stand-alone code for an energy-monitoring, submetering or energy-management system; measurement appears only as a component of a listed saving measure. Austria's UFI lists MSR technology as a component integrated into an eligible efficiency measure, not as a free-standing item. The Flemish GREEN rate page does not name monitoring systems, and no metering technology appears on the Ecologiepremie+ technology list. Germany's Modul 3 is the clear exception. Practical rule: outside Modul 3, budget the metering as an integral, costed part of a measure that delivers a quantified saving — and get the eligible-cost question answered in writing before you sign.

What is closed that people still ask for

These come up in almost every conversation, and consultant pages keep them alive long after the agency has shut them down. Here is what the official text actually says.

If your plant is in Central or Eastern Europe

The programmes are different in kind, not just in name: the CEE map is dominated by cohesion-funded digitalisation calls with intensities of 50–90%, SME-only eligibility and explicit IoT and MES wording — Poland's Dig.IT, Czechia's OP TAK Digitální podnik, Slovakia's SIEA vouchers, Hungary's GINOP Plusz combined loan, Slovenia's P4D, Bulgaria's PKIP and the Romanian regional programmes. Those are covered on their own map: factory digitalisation grants in CEE. A group with plants on both sides of the line should expect to run two different files with two different evidence packs.

How to pick the instrument

  1. Start from your consumption, not from your vendor shortlistTake the three-year average of final energy consumption for the legal entity, including self-consumed renewable energy and including linked enterprises above 50% control. Above roughly 23.6 GWh you are heading for a certified energy management system; above roughly 2.8 GWh you are heading for an audit. If either applies, the energy instruments in the table are open to you and the internal business case is half-written. National thresholds diverge — Germany is still at 7.5 GWh under the EnEfG until the pending bill passes.
  2. Decide whether the project can carry a measured savingIf you can name the measure, the baseline and the saving, the energy lines are the strongest route and the highest rates in the table are available. If you cannot, stop looking at energy grants: Denmark will calculate zero, Germany's Modul 4 will reject you, Austria's UFI will not clear four tonnes. Look at the tax instruments and the subsidised loans instead, which do not ask that question.
  3. Check size and location before rateMost rates in the table step by EU SME size class, and linked enterprises count. Digitalbonus Bayern is capped at 50 employees. Modul 4 excludes large enterprises entirely. SITCE Phase 3 is large-enterprise-only. Three of the German and Belgian instruments are regional. A 45% rate you are not eligible for is worth less than a 20% rate you are.
  4. Find the procedural gate and put a date on itEIA must be notified to RVO before the investment. GSE requires a prenotazione, then confirmation within 60 days of approval. ProKilowatt excludes measures implemented before approval. Türkiye's KOSGEB loan requires a DDX or SIRI assessment first, and a yatırım teşvik belgesi has to list the hardware before it is issued, not after. Every one of these can kill an otherwise eligible project after the fact.
  5. Model the net cost, not the headline rateIneligible lines, a cap on the hardware and training share, a maximum award and a minimum award all move the effective rate a long way from the number on the poster. Run the numbers before you choose: the funding stack calculator does the arithmetic and shows you the effective subsidy rate against total project cost.
  6. Write the indicator down before you applyEvery instrument that pays on a measured result needs a baseline, a target, a measurement method and a retention period, agreed before the work starts. If the baseline is reconstructed afterwards from a shift report, it will not survive the verification visit. This is also the point where most applications quietly fail.

Can I get public money for production-monitoring software in 2026?
In most of the countries covered here the live money is an energy-efficiency line, and software is eligible when it is part of a measure that reduces energy use. Germany's EEW Modul 3 is the clearest case: the BAFA page names energy-management software licences, sensors, analogue-digital converters, third-party installation and training, and cloud service costs. Italy's Nuova Sabatini funds hardware, software and digital technologies inside a subsidised loan. Elsewhere the eligible-cost list has to be read in the call document — several agency landing pages do not itemise it at all. Status as of 22 September 2026.
Is Transizione 5.0 coming back?
No. MIMIT's page states the application deadlines are closed, and the resources were declared exhausted by directorial decree on 6 November 2025. It has been replaced by the Nuovo Piano Transizione 5.0 iperammortamento, which is a super-depreciation rather than a tax credit, with uplifts of 180%, 100% and 50% by investment bracket and an investment window from 1 January 2026 to 30 September 2028. Whether stand-alone software licences get the uplift is not established: the ministry page and the 7 May 2026 decree do not say the same thing.
Did Orden TDF/39/2026 reopen Kit Digital?
No, and several consultant pages say otherwise. The BOE text of 26 January 2026 extends the temporal scope until the Kit Digital funds are exhausted, requires Red.es to reinvest unexecuted budget from the €3.067bn allocation, and requires new award proposals to previously rejected applicants where credit remains. It does not open a new convocatoria, extend a deadline, or change the bono amounts or segments. The Segment III call closed on 31 October 2025 at 12:00.
Can one project use two instruments at once?
Sometimes, and the rules are national. The Dutch EIA can be combined with the kleinschaligheidsinvesteringsaftrek but not with the milieu-investeringsaftrek. De minimis awards cumulate over three fiscal years — NRW's MID-Digitalisierung and the Flemish Vergroeningsscan both count against the same €300,000 ceiling, as does Klimatklivet where it is granted under de minimis. Ask the cumulation question in writing, to the granting body, before you sign an order.
What do I do when the agency page states no funding rate?
Several do not. Austria's Energiemanagement — Flexibilisierung im Verteilnetz call, the Swiss ProKilowatt project route, Klimatklivet and the Spanish FNEE regional calls all leave the intensity to a Leitfaden, a regional convocatoria or a call annex. In those cases the honest answer is that the rate is unknown until you read that document. Do not budget on a percentage taken from a consultancy page; nothing in this table comes from one.
