Slovenia: P4D digital transformation incentives — what the 2025 call paid and how to prepare
The 2025 call is closed and a 2026 edition is not confirmed. If it returns on similar terms, it favours projects above €200,000.
What the programme is
P4D – Spodbude za digitalno transformacijo MSP (incentives for the digital transformation of SMEs) is a grant of the Slovenski podjetniški sklad (Slovene Enterprise Fund, SPS). The 2025 edition had €22.8 million, split between Eastern Slovenia (€12.04m) and Western Slovenia (€10.76m).

Which monitoring, MES and IIoT costs were eligible
- New computer hardware and equipment for automation and robotisation of production, excluding production machines themselves. Machine connectors, gateways and operator terminals fit here.
- New software for operations: monitoring, MES functions, analytics.
- External services: programming, software rental, cybersecurity.
- Website set-up and employee training, each capped at €5,000.
Evidence level: from the fund's own call page. Software rental is named, so subscription models were eligible within the project period. The €5,000 training cap is tight for a multi-shift rollout; plan the rest of the training as your own cost.
Worked example: 40 machines under P4D 2025 terms
An illustration assuming a new call on the 2025 terms. Assumptions: a fabricated-metal SME with 40 machines connected, monitoring and MES functions, integration with ERP. "Project budget" is generic; no vendor price is implied. VAT treatment depends on your status and is left out of the eligible total.

The 50% rate and the €100,000 cap meet at €200,000 of eligible costs. Because total cost had to exceed €200,000 including VAT, most qualifying projects hit the cap, and every euro above it is the company's.

What to do while the 2026 edition is unconfirmed
- Capture a baseline on the machines in scope now, outside any future project budget.
- Scope a project that reaches the €200,000 threshold honestly, or plan it as company-funded if it does not.
- Keep production machines out of the digital budget; P4D 2025 excluded them.

Where applications get weak
- Production machines slip into the budget as "automation equipment". The 2025 call excluded them; keep the line to connectivity and terminals.
- Training for all shifts is budgeted in the project, then cut to the €5,000 cap at evaluation.
- Indicators are stated without a measurement method. Write the source, period and definitions next to each target.
- The project stops at dashboards. Name the meeting, the owner and the decision each indicator feeds: shift handover, maintenance planning, capacity planning.

- Not as of 22 September 2026. The 2025 edition closed on 7 May 2025 and a 2026 edition is not confirmed.
- Could P4D pay for machine-monitoring hardware?
- The 2025 call covered new computer hardware and equipment for automation and robotisation of production, excluding production machines. Connectors, gateways and terminals fit that description.
- Is a small project eligible?
- Under 2025 terms, total project cost had to exceed €200,000 including VAT. Smaller projects did not qualify.
