Romania: regional programmes that fund production digitalisation in 2026
In Romania the money for SME digitalisation sits in eight regional programmes. PR Centru Action 2.2 is the clearest fit for machine monitoring, and it is the worked example here.
What the programmes are
Romania has eight development regions, and each runs its own Programul Regional 2021–2027 (Regional Programme), managed by its regional development agency (ADR). SME digitalisation is one of their priorities. The Centre region's measure is Prioritatea 2, Acțiunea 2.2 "Întreprinderi digitale pentru o economie avansată" (Digital enterprises for an advanced economy). It covers Alba, Brașov, Covasna, Harghita, Mureș and Sibiu, a supplier belt for automotive and industrial customers.
The other seven programmes (Nord-Est, Nord-Vest, Vest, Sud-Est, Sud-Muntenia, Sud-Vest Oltenia, București-Ilfov) set their own rules in their own guides. They typically fund ERP, automation and IT for SMEs. A consultant citing the MIPE calendar of May 2026 counts about 226 calls worth about €4.8bn across all programmes. Who qualifies (PR Centru Action 2.2)
- Micro, small and medium enterprises, both when applying and when the grant is awarded.
- Non-IT companies: the measure is for firms adopting digital technology, not selling it.
- Located, and implementing the project, in the Centre region.

Two consequences. At 90%, the €200,000 cap is reached at €222,222 of eligible costs; above that, every extra euro is yours. And the budget covers about 70 projects if each took the maximum grant, so the competition is real.
Which monitoring, MES and IIoT costs are eligible
The Action 2.2 description is unusually explicit. Eligible technology includes:
- IoT data collection integrated into automated production lines: this is machine monitoring in the programme's own words.
- Data management and analysis systems: RPA, CRM, PLM, ERP, VR/AR.
- Temporary software licences on a subscription basis: SaaS monitoring or MES fits.
- AI, from simple to advanced applications.
- Digital communication with suppliers and customers.
- A digital maturity audit and staff training on the new tools.

PoCIDIF is often mentioned in the same breath as digitalisation grants. Its 2026 Action 2.1 calls target innovation projects, including SME and research partnerships and IT SMEs building products. A factory that wants to buy a monitoring system is not the target applicant. If your plant is in Mureș, it sits in both the Centre region and a PTJ county: compare both.

Check how the guide treats VAT and subscription months after the project ends. If only the project period is eligible, the plant pays later subscription months itself. Put that cost in your own business case.

Where applications get weak
- The project mixes office digitalisation and shop-floor data without saying which indicator each part moves.
- IoT hardware is quoted without the software that turns signals into stop reasons and counts.
- The digital maturity audit is treated as a formality. It is the baseline for the digital indicator; do it properly.
- The applicant does not check the non-IT condition or SME status at group level.
